Where it comes from
A verb before it is a title. Psalm 23 does not say the LORD is a shepherd but that He shepherds me — an ongoing action rather than a job description.
Psalm 23:1-3
The LORD is my shepherd; I shall not want. He maketh me to lie down in green pastures: he leadeth me beside the still waters. He restoreth my soul.
